To be held under the aegis of the Ministry of Social Welfare and Special Education, the seminar is expected to be attended by about 100 delegates belonging to 25-30 countries of the Asia-Pacific region.
A committee would soon be formed to look after the organisational matters.
Representatives from other ministries like Education, Health, Labour and Manpower, and Housing and Works would also be invited to give their input.
The seminar would strengthen NGOs working for the persons with disabilities, and create co-ordination among the NGOs as well as with the government departments providing services to the disabled persons.
It would also help in evaluation of problems and services provided to the challenged persons by the public and private sectors in Pakistan.
Zobaida Jalal said the Ministry had sent a summary to the Cabinet for legislation to ensuring two per cent quota for challenged persons in jobs in both public and private sectors.
She stressed the need for creating awareness in the society. "Capacity building is very important and must educate and train our teachers, students, parents of the disabled children, and the society in general in order for the challenged people to lead a decent life and creating a barrier free society."
The APCD delegation, headed by the Chief Advisor Akiie Ninamira, gave a presentation on the activities of Development Centre based in Bangkok Thailand.
It was learnt up to 400 million challenged people living in the Asia Pacific region. To enable this socially vulnerable section of the society to become useful citizens, the United Nations Economic and Social Commission for Asia and Pacific (UNESCAP) and APCD, from 1992-2002, observed a decade of disabled persons.
Owing to its outstanding results the following decade i e 2002-2012 has also been dedicated to this noble cause.
The meeting agreed that regional co-operation is essential in changing the behavioural patterns of the society for allowing full participation to the persons with disability.
The meeting was attended by Social Welfare and Special Education Secretary Dr Aleem Mahmood, Joint Secretary -currently holding the additional charge of Director General (special Education)- Ashraf Ali Khan, Special Education Directors Khalid Naeem and Mubarak Ahmad and Pakistan Bait-ul-Mal Managing Director Brigadier Muhammad Sarfraz (Retd).
